Britain and America have concluded a significant commercial pact that will guarantee no import taxes on British medicine exports going into the American market.

The Terms of the Accord

Under the terms of the agreement, the UK has committed to increase expenditure on pharmaceuticals through the public health system. This move secures that import taxes on these key products will remain at nothing for a timeframe of three years.

This deal follows recent threats to significantly raise import taxes on branded drug products, with potential rates floated as high as one hundred percent.

"This agreement between the UK bolsters the worldwide climate for new treatments and establishes much-needed equity to American-British pharmaceutical trade," a release said.

Commercial Impact

Pharmaceuticals constitute one of the Britain's most significant goods shipped to the United States, which is by far the biggest buyer for large UK drugmakers.

Trade data indicate that in the 12 months to the end of last September, the UK exported pharmaceutical products valued at over eleven billion pounds to the US. This value made up a significant portion of all goods exports in that timeframe.

"This agreement safeguards work, stimulates capital expenditure and facilitates the UK to establish itself as a global hub for medical research," a government official commented.

Detailed UK Commitments

The deal entails several key commitments from the United Kingdom:

  • Revised Affordability Limit: The UK will lift the affordability limit at which it considers new medicines to be too expensive by 25%.
  • Higher Drug Budget: There is a goal to increase overall NHS spending on drugs from 0.3 percent of GDP to 0.6 percent over the next decade.
  • Payback Limit: The sum manufacturers must refund to the NHS to control costs will be capped at fifteen percent. Last year, repayments were more than twenty percent.

Industry Background

The pact comes amid a protracted row between the pharmaceutical industry and the ministers over spending levels and approval rates.

This friction were heightened by arguments that US patients were charged several times more for the same drugs than people in the other developed nations.

Recently, several significant pharmaceutical investments in the UK have been halted or cancelled, while substantial expansions have been announced toward projects in the United States.

The Science Minister stated that the NHS must increase expenditure on medicines, noting that its spending on drugs had decreased as a percentage of its total funding over the past decade.
